The hold is firm though not restrictive (this is for Glock 9mm and Walther CCP 9mm). I use in my Covrt 18 backpack. If using the Velcro in cargo pants I don't think you would have an issue as it has a large surface area for grip though I would take the time to sew it in for piece of mind.
